1. Preheat the oven to 350 degrees Fahrenheit.
2. In a large bowl, combine the vegetable broth, soy sauce, rice vinegar, garlic powder, onion powder and black pepper.
3. Place the salmon fillets in the bowl and coat them with the mixture.
4. Place the salmon on a baking sheet and bake for about 20 minutes or until cooked through.
